During the '90s (?) (EDIT: 70S) Nestle wanted to sell coffee to nips, however they preferred tea. So the genius Nestle introduced coffee candy to the kids to get them used it to it, and now coffee is very (extremely) popular in Japan.
I dont see why teachers or parents cant just start indoctrinating kids via subliminal messaging or mental shock treatment into subconciously wanting to have kids..

The main reason people have stopped having kids is because having and raising a child has become too expensive for too many people due to the cost of living getting higher, the housing market becoming basically unaffordable, the political climate getting worse yet wages and salaries aren't keeping up with costs. People don't want to have kids because a lot of them can't support having a kid. Putting more importance on migrants to have the kids and keep the population growing (which i know you guys hate)
