Despite expelling their religion, it did nothing against their tactics as Jews would still marry into high positions to manipulate the system. I believe Brezhnev talked about at one time that all his cabinet had Jewish wives, and that's not mentioning the decades prior. If you ban their god, Jews will not care as they believe their lord to be tasteless garnish instead of the be-all, end-all.
