Inactive moderators

I think inactive moderators and approvers should be demoted to contributor at least until they come back and we can confirm it is them.

When I say inactive, I mean someone who have not had a sign of life on this site for months on end. I think it would be smart to take away their power incase someone gets their hands on one of these accounts and does damage to the site, and it's not like they are going to use the site anytime soon.
