1. Ban miscegenation
2. Abolish universal public high school, begin dividing children into cohorts based on standardized test scores and grades. The smartest quarter will go to accelerated schools, the dullest half will go into the workforce or vocational school, and those in the middle of these two will go relatively normal high school.
3. Abolish the welfare state. The elderly who paid into social security will get their checks, those who didn't will not. Instead of social security for the elderly, a portion of people's tax money will be sent to their parents. Instead of social safety nets, we will have work programs (which are the most effective form of welfare anyways to this day). The disabled will be considered separately, but something is going to have to be done about the massive amount of disability fraud. I think a fair counterbalance might be to sterilize those who are disabled for hereditary reasons.
4. Remigration -- minorities will be encouraged to go back to their homelands with monetary incentives. Liberia will be re-established and invested in. Black people's quality of life will probably decrease in Africa but they will be an elite group in Liberia. Some skilled minorities will not be given this offer but will not be citizens.
5. Restrict voting rights to people who pay more in taxes than they receive

1. Deport all illegal aliens and abolish birthright citizenship. Citizenship will be revoked for the descendants of illegals up to the third generation. Also require IQ tests for all prospective immigrants and give preference to Europeans and especially NW Europeans.
2. Force universities to adopt asian quotas. They are statistically less likely to be innovative than Whites.
3. Remigration - fiscally encourage minorities to return to their ancestral homelands. Give historical minorities non-citizen status, similar to russians in estonia and latvia.
4. Require basic reading and political literacy tests at polling booths. (e.g repeal the civil rights act of 1960)
5. Repeal the Civil Rights Acts of 1957, 1964, and 1965 and the Immigration and Nationality Act of 1965.

Instead of iq tests , american citizenship should be theoretically open to all countries however they should be let in via phenotype tests so a country like germany might have a 100% success rate brazil a 40% success rate and liberia/india a 0% success rate
